Intervention on the devastated buildings - building of the old municipality (Nama) in Mostar
On 20.05.2019 Agencija "Stari grad" made a decision to launch a public procurement procedure by way of open procedure with an intention of implementing e-auction to submit bids for the works: "Removal of the unstable parts of the former municipality (NAMA), conservation and constructive reinforcement of the building. Funds were provided from the budget of the city of Mostar for year 2019.
By virtue of decision of the Federal ministry of Physical Planning numbered: UPI/03-23-2-248/18 dated 11.02.2019. an approval was given to remove the unstable parts of the building of the former Municipality Mostar, as well as conservation and constructive reinforcement of the remains of the building (built in Maršala Tita number 119 in Mostar, on land designated as cadastral plot (c. p.) 3347 cadastral municipality (c. m.) Mostar (old cadastral plot 30/6 cadastral municipality Mostar). Works defined with this decision will be performed in compliance with main design of removing unstable parts of the structure and their constructive reinforcement and those unstable parts pose danger for health and life of pedestrians – building of the former Municipality Mostar (Old municipality building) (NAMA), (and the main design was) prepared by „Arhiplus“ limited liability company (l. l. c.) Mostar in July 2018, (and the main design was) certified by the Federal Ministry of Physical Planning.
After the public procurement procedure was performed, on 17.07.2019 Agencija "Stari grad" made a contract with the best bidder - DZG "Građevinar Fajić" d. o. o. Mostar to perform "Removal of the unstable parts of the former municipality (NAMA), conservation and constructive reinforcement of the building " in the amount of 144.535,95 convertible marks with Value Added Tax included in the price. Notification about the award of the contract for the works for "Removal of the unstable parts of the former municipality (NAMA), conservation and constructive reinforcement of the building" was published on the portal of the Public Procurement Agency of Bosnia and Heregovina (www.ejn.gov.ba) on 17.07.2019.
On 31.10.2019 Agencija "Stari grad" received a notification from the contractor "Građevinar Fajić" d. o. o. Mostar about the start of the works "Removal of the unstable parts of the former municipality (NAMA) - first phase", in conformity with the contract numbered I-25-436-13/19 dated 17.07.2019, which were planned for 01.11.2019.
On 21.08.2019 Agencija "Stari grad" made a decision to launch a public procurement procedure by way of direct agreement for bid submission to procure services "Supervision over removal of the unstable parts of the former municipality (NAMA), conservation and constructive reinforcement of the building. Funds were provided from the budget of the city of Mostar for year 2019.
After the public procurement procedure was performed, on 30.08.2019 Agencija "Stari grad" made a contract with the best bidder - G. D. "BIŠINA" d. o. o. Mostar for procurement of services - Supervision over removal of the unstable parts of the former municipality (NAMA), conservation and constructive reinforcement of the building in the amount of 5.100,00 convertible marks with Value Added Tax included in the price.
In compliance with tender documentation and contracted obligations, preparatory work and the work on the disassembly of the elements of the structure were carried out.
1. Preparatory work contains: procurement and transport of the necessary equipment, clearing up of the interior against the litter and the other rubble, procurement and transport of the necessary material and equipment and the repair of the existing protective scaffolding on the pavements; procurement and transport of the necessary material and equipment and as well as assembly of the work scaffoldings; procurement and transport of the necessary equipment as well as clearing up of the basement against existing litter and waste; procurement and transport of the necessary equipment as well as the fabrication of the wooden shelves; preparation of the catalogue of all the decorative facade elements; taking prints of all the elements against the existing ones as well as the fabrication of mould for elements with damage risk; procurement and transport of the necessary equipment as well as fabrication of the temporary ramps and entrances for civil construction mechanisation; procurement and transport of the necessary equipment as well as fabrication of temporary wooden roof construction over the basement staircase.
2. Works on disassembly of the elements of the structure contain: procurement and transport of the necessary equipment as well as careful disassembly of all the major marked and numbered elements of construction of the structure (stairs, fences, cornices, window-jambs, decorative elements of the facade, stucco and the like); procurement and transport of the necessary equipment as well as careful disassembly and removal of the shaky and unstable parts of the construction (chimneys, walls), all the internal walls are removed to the dimension of the ground floor as well as parts of the facade walls up to dimension +12.40 m, good tiles and deposit in the protected space of the structure.
On 09.03.2020 Contractor „Građevinar Fajić“ d. o. o. (limited liability company – l. l..c.) Mostar informed the Agencija „Stari grad“about the completion of the works on the removal of the unstable parts of the former municipality building (NAMA), conservation and constructive reinforcement of the building. Director of the Agencija „Stari grad“ made a decision on appointment of the Committee for inspection of the performed works (number I-19-436-40/20 dated 11 03.2020). Committee for inspection of the performed works in accordance to the contract number I-19-436-13/19 dated 17.07.2019 for pertinent works with a task of performing internal delivery on 12.03.2020 at the location of the former municipality (NAMA) inspected the performed works and it found out that the works had been performed in accordance with scope and contracted conditions from the project, and in compliance with valid technical requlations, compulsory standards, normative provisions and obligations which stem from the decision of the Commission to Preserve National Monuments of Bosnia and Herzegovina about designation of historic urban landscape of Mostar as a national monument of Bosnia and Herzegovina.
