On 04.05.2020 Agencija "Stari grad" made a decision to launch a public procurement procedure by way of an open procedure with an intention of implementation of e-auction to receive bids for works: "Removal of the unstable part of the building of the former municipality (Nama), conservation and constructive reinforcement of the building - II phase", in the amount of 267.500,00 convertible marks without Value Added Tax included in the price, on the basis of the approval of federal ministry of physical planning numbered UPI/03-23-2-248/18 dated 11.02.2019. Funds were provided from the budget of the city of Mostar for 2020. After implemented public procurement procedure in conformity with Act on public procurements and by-laws, Agencija "Stari grad" concluded a contract with the best bidder DZG "Građevinar Fajić" ("Građevinar Fajić" civil construction company l. l. c. (limited liability company)) to perform the works on "Removal of the unstable parts of the building of the former municipality (Nama), conservation and constructive reinforcement of the building - II phase" in the amount of 312.309,74 convertible marks with Value Added Tax included in the price. The works on the pertinent structure started on 01.09.2020 and on the basis of the signed contract they will last 150 work days.

On 19.08.2020 Agencija "Stari grad" made a decision to launch a public procurement procedure through direct agreement to procure services: "Supervision over removal of the unstable parts of the building of the former municipality (Nama), conservation and constructive reinforcement of the building - II phase" in the amount of 6.000,00 convertible marks without Value Added Tax included in the price. Funds were provided from the budget of city of Mostar for 2020. After implemented public procurement procedure, Agencija "Stari grad" signed a contract on 26.08.2020 with the best bidder G. D. "Bišina" d. o. o. ("Bisina" civil construction company l. c. c. (limited liability company)) Mostar to perform the services of the supervision over the pertinent works in the amount of 7.020,00 convertible marks with the Value Added Tax included in the price.

Works consisted of:

I PREPARATORY WORK

-Clearing up in the interior of the structure from the existing litter, waste, overgrown roots and the remaining rubble you could happen to find there;

-Assembly of the work scaffoldings in the interior of the structure;

-Clearing up the basement of the structure from the existing litter and waste;

-Fabrication of wooden shelves to set aside the specimens and fragments from the disassembled walls;

-Preparation of a catalogue of all the decorative facade elements;

-Taking prints of all the elements against the existing ones, and fabrication of a mould;

-Fabrication of a temporary wooden roof construction beyond the basement staircase.

II DISASSEMBLY WORKS OF THE ELEMENTS OF THE STRUCTURE

-Careful disassembly of all the major, marked and numerated elements of the construction of the structure;

-Transport of the necessary equipment as well as careful manual disassembly and removal of the labile and unstable parts of the construction;

-Careful disassembly of the steel rolled profiles of the Prussian vaults of the structure.

III CONSTRUCTIVE REINFORCEMENT WORKS

-Propping and securing all the openings on the structure;

-Fabrication of a security scaffolding;

-Fabrication of a wooden grillage for bonding of the stone walls of the structure;

-Fabrication of a temporary construction consisting of semi-prefabricated beams and thresholds within the structure;

-Bricking up and filling the holes and other deformations on the eroded and damaged corners and surfaces of the walls of the structure

-Fabrication of the protective layer on the crowns of the disassembled walls;

-Fabrication and assembly of the tin flashing pieces on the crowns of all the facade walls;

-Supporting of the vaults of the basement rooms by means of wooden beams.

Based on the request of the contractor to prolong the deadline for performing the works because of aggravated removal of the parts of the structure in the "C" zone which are made out of reinforced concrete and which removal necessitates a longer temporal period and they have not been specified by the contract and the project, in addition to a high number of days with adverse weather conditions (rain), on 12.04.2021 an annex of the contract numbered: I-19-256-32/20 between Agencija "Stari Grad" and DZG "Građevinar Fajić" ("Građevinar Fajić" civil construction company l. l. c. (limited liability company) was signed.

Contractor informed the investor (Agencija "Stari grad") about the completion of the works on 16.06.2021.

Committee for inspection of the performed works according to the Contract number I-19-256-14/20 dated 30.06.2020 and Annex of the contract number 1 I-19-256-3/ dated 12.04.2021 accomplished by way of minutes the internal delivery of the performed works between the contractor and the investor and it found out that the works performed in accordance to the scope of the works and the contracted conditions are in conformity with valid technical regulations, obligatory standards and general rules and obligations which stem from the decision of the Commission to protect national monuments about designation of the historic urban landscape of Mostar to constitute national monument of Bosnia and Herzegovina and the Act on physical planning and use of the land at the level of Federation of Bosnia and Herzegovina, and that those works may be accepted on the part of the investor.

On 14.07.2021 supervisory agency G. D. Bišina d. o. o. (("Bišina" civil construction company l. c. c. (limited liability company)) submitted to the Agencija "Stari grad" the final report concerning supervision over the removal of the unstable parts of the building of the former municipality (NAMA), conservation and constructive reinforcement of a building II phase.
